The Institution of Certified Engineers, Singapore was formed in 1973 to serve the Specialist Engineers in Steam or Internal Combustion Engines. Fellows and Members are Certified Engineers, qualified in accordance with the Factories (Certificate of Competency- Examinations) Regulations.

Today, Operations Engineers (OE) are responsible for providing light, heat, climate control, power or other utilities for buildings, industrial processes and thermal electric generating stations. They operate and maintain steam boilers and related mechanical equipment, such as pumps, gas compressors, generators, motors, steam turbines, air conditioning systems, heat exchangers and refrigeration equipment.
